Ive been told when you lay a loft floor you need to Reinforce the joist can anyone help?

I didn't reinforce mine, but it depends what you want to floor it for, mine is used purley for storage like crimbo decorations, but if you want to use it for extra living space then yes you should get an engineer in, they normally give you a free estimate
